Position Overview

The Illinois Department of Public Health is seeking a highly motivated individual to perform complex technical functions within the Medical Cannabis Program. Determines eligibility of medical cannabis registry applications and completes final processing of applications including approval of the application and registry card printing. Corresponds with patients, caregivers, and healthcare providers to ensure applications are processed compliant with the Illinois Administrative Rules and statutes related to the Compassionate Use of Medical Cannabis Act. Provides feedback on systems and procedures used in medical cannabis card processing. Keeps track of deficiencies and issues in the medical cannabis patient registry system. Assists with correspondence with Spanish speaking clients.

Essential Functions

• Performs review of Medical Cannabis applications, renewals, and extensions received for required information under the guidelines of the Medical Cannabis Program.
• Provides data management in support of the statewide Medical Cannabis Registry by entering patient information into the Medical Cannabis Registry database to further process applications, ensuring completeness and accuracy of the entered information from application submissions.
• Responds to daily inquiries regarding program policies from patients and designated caregivers. 
• Speaks before lay and professional groups interpreting new or revised program requirements; distributes educational information, which contains explanations of program policies and rules, to interested parties.
• Maintains registry information for all qualifying patients and caregivers.
• Maintains the electronic registry file for each qualifying patient applicant to the Medical Cannabis Registry Program; follows up with qualifying patients to request missing or incorrect documents; monitor for possible signs of abuse of the Medical Cannabis Registry Card; and report possible abuse to partners in enforcement and licensing.
• Speaks and writes Spanish to clients and groups; answers inquiries from members of the Spanish Speaking community.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill, and mental development equivalent to completion of four-years college with courses in health education, physical and biological sciences.
• Requires one year of professional experience in a health education or investigation program in the public or private sector, or completion of an approved training program.
• Requires the ability to speak and write Spanish at a colloquial skill level.

Preferred Qualifications

• Two (2) years of experience in data or case management in support of a patient registry database.
• Two (2) years of experience communicating effectively both verbally and in writing.
• Two (2) years of customer service/relationship experience.
• One (1) year of professional experience in a public or private organization maintaining confidentially and handling sensitive information with professionalism.
• One (1) year of professional experience developing and maintaining cooperative working relationships.
• One (1) year of experience in a cannabis-related field of study.
• Working knowledge of public health programs and practices.
• Ability to multitask with various work assignments and/or special projects.
• One (1) year of experience with Microsoft Office programs (WORD, EXCEL, Outlook, and TEAMS).
